Information on support provided by the PPP Platform
The PPP Platform supports projects implemented in the public-private partnership model. This support is of financial (provision of external consultants as regards legal, economic and financial and also technical issues) and substantive nature, including delegating employees of the Ministry of Infrastructure and Development to the works carried out by project teams. Projects from the following sectors have been regarded as priority areas in the PPP Platform: health protection, local self-government roads, energy efficiency (in particular within the scope of street lighting and thermomedernisation of public buildings) and waste management. In addition, substantive support was also given to the project involving construction of the building of the District Court in Nowy Sącz, which is the first venture of this type implemented by government administration and funded from the national budget.
The involvement of the Ministry of Infrastructure and Development is based on an assumption that template documents developed under this project will be used by other public entities that plan or implement similar investment projects in the public-private partnership model in Poland.
Waste Management System for the City of Poznań – the project was given support within the scope of the provision of economic and financial, tax, legal and technical consulting which was funded from resources under the Technical Assistance Program. In addition, representatives of two departments in the Ministry of Infrastructure and Development take part in the project as experts.
Poviat Hospital in Żywiec – the project was given support in a form of financial and legal consulting in the phase of private partner selection process, which was funded from resources under the Technical Assistance Program.
Construction and operation of a road that communicates an investment area "Tucznawa" in Dąbrowa Górnicza – the project was given support in a form of financial and legal consulting in the phase of private partner selection procedure, which was funded from resources under the Technical Assistance Program. In addition representatives of the Ministry of Infrastructure and Development acting as experts provide substantive support to the public party within the scope of current activities connected with project preparation and private partner selection.
Construction of the Building of the District Court in Nowy Sącz – substantive support was given in the phase of project preparation and in the course of unlimited tender for the selection of consultants - a representative of the Ministry of Infrastructure and Development acted as an expert in the tender evaluation committee. In the course of performing his duties, the expert provided support by replying to questions regarding the terms of reference sent by contractors as well as in assisting the employer in tender evaluation taking into account non-price criteria.
